Iraq is an Arab country, but Iran isn't
Because the native population of Iraq was Semetic and therefore easily Arabized. Iranians on the other hand are Indo-European and Persian language is their language which is totally unrelated from Arabic. Iran was the base of the mighty Persian Empire for 3000 years. It is not possible to erase an already established identity.
Iraq was part of the Persian Empire, actually many Iranians still speak about the Sasanian capital Ctesiphon which was an Iranian city. Ctesiphon served as a royal capital of the Persian Empire in the Parthian and Sasanian eras for over eight hundred years.
The city of Ctesiphon was conquered o by Arabs when the Persian army lost the battle of Al-Qadessiyeh. The population of Iraq was mainly Semetic and Persian. Soon Arab armies started bringing Arab people from Arabian peninsula and put them in Iraqi cities. They successfully Arabized the native Semetic population. The Persian population of Iraq moved to Iran.

Finally Persians were able to take back their country Iran from Arabs. Persian dynasties like Saffarid, Samanid, and Safavid restored the glorious heritage of Persian monarchy like Achaemenid and Sasanians. That's why Iran is not an Arab country today. Iranians still speak Persian language.
