I can’t comment on the inner operations of the Tijuana Cartel, because frankly, I don’t know.
I can, however, comment on cartels as a whole.
This is a T-54. A very robust tank, and, dare I say, beautiful. I’ve always liked the way this bad boy looks.
Anyways, they cost a lot of money. You’ve got to purchase the tank itself, purchase a large amount of (illegal) ammunition, a significant amount of fuel, fully train a crew (somehow), and fully train and equip maintenance staff.
Considering the amount of investment you’re putting into your tank, it only makes sense you’d purchase more. Why run dedicated training, stocking, maintaining, and so fourth facilities for only one vehicle?
Fast forward a few months, suddenly you’ve got a cartel with a fully fledged Soviet Armor Division.
At least, that’s how it sounds on paper.
Any massive amount of ammunition (and tank parts, and a tank itself) is bound to be intercepted before making it to cartel hands. Then there’s the issue of the fact that the tank is a tank…they’re incredibly loud, slow, easily to notice, and easy to attack.
What makes tanks lethal is infantry support, air support, and support from other tanks.
Thing is, you can’t really build a Soviet style tank division, and air wing, and infantry in the middle of Mexico or Colombia, especially with the powers that be actively searching for you.
You just can’t. It costs too much and is simply infeasible.
Whats more, the cartels don’t have a need for a tank. They don’t engage in tank on tank combat, nor do they really seek out any combat. Cartels actively benefit from blending in with civilians, being able to move around quickly and unnoticed, and just in general being an agile force that only strikes when necessary.
You can’t do that with a freaking tank.
