It's a Democrat feel-good, fart-in-the-wind bill. It will pass the House and die a well deserved death in a Senate sub-committee.
Considering that the President, Congress and rest of the government is busy trying to get ahead of the COVID-19 virus pandemic, IMHO it was rather retarded of the Democrats to even submit this bill for consideration. But that is what Democrats do best, come up with the most idiotic idea at the worst possible time.
